In recent years, the management of loose coal has become the focus of social attention, and government departments have also taken many measures to this end, but the problem has not been completely resolved. Ruan Lijun, executive vice president of the Bulk Coal Management Branch of the China Coal Processing and Utilization Association, said in an interview with this reporter that the bulk coal consumption of industrial boilers and kilns is large, far exceeding that of civilian bulk coal, and it is relatively concentrated and easy to manage. Therefore, If industrial boilers and kilns can achieve ultra-low emissions, it will undoubtedly be of great significance to the management of loose coal.
Data shows that in 2015, the estimated consumption of bulk coal in my country was about 690 million tons. Among them, small industrial boilers burn approximately 220 million tons of coal, and small industrial kilns burn approximately 236 million tons of coal.
The flue gas produced by coal-fired boilers is an important cause of air pollution. It is reported that from 1977 to 2011, my country's industrial boiler flue gas emissions increased by 6.5 times. In recent years, coal-fired boilers have produced 68 trillion cubic meters of flue gas each year, two to three times that of the United States.
Take the cement industry as an example. Although the Cement Industry Air Pollutant Emission Standards that were implemented in 2004 have become stricter than before, the excessive growth of cement has led to a continuous increase in emissions. In particular, the amount of smoke and dust emitted is large. Under the existing control technology conditions, more than 90% of the smoke and dust emitted are fine particulate matter, which has a prominent impact on the quality of the atmospheric environment.
At the same time, industrial coal-fired boilers and kilns are also the second largest source of nitrogen oxide emissions. VOCs emissions are also very serious.
Since 2001, the emission standards for industrial boilers and kilns in our country have become stricter, but pollution has not been reduced accordingly.
In Zhang Fan's view, the excessive growth rate of boiler capacity and coal consumption is an important reason why the emission of air pollutants does not decrease but increases. At the same time, the growth rate of flue gas emissions from industrial boilers and kilns is greater than the rate of tightening pollutant emission standards, resulting in high pollution emissions. In addition, if nitrogen oxides are not controlled, the effect of reducing sulfur dioxide will be offset by the growth of nitrogen oxides.
